To help control data dissemination, Vasilenko offered, “I propose a Research Committee that sets rules about who can access the data and then controls that access.” In addition to maintaining administrative control over the database, this committee also develops policies and procedures. It also will be important to have an effective database manager, he added, explaining, “This person maintains the database, physically controls the data flow, and monitors confidentiality concerns.” He emphasized the need for limited access to the data, a secure location that also ensures adequate protection, and maintaining IRB approval for the database. The benefits of a centralized database include:
